The PMI-Portland Chapter initiated the first annual "Excellence in Project Management" Award in 2005 to acknowledge, honor, and widely publicize project teams for superior performance and execution of exemplary project management for projects completed during the previous year.

We are happy to announce that the winner of the 2007 Award goes to

TransCanada Gas Transmission Northwest

Project Name
Pacific Express, Customer Accounting & Reporting (CAR) Implementation Project. (The Pacific Express Project).

Project Description
TransCanada operates a network of 36,500 miles of natural gas pipeline through several subsidiary companies linking the Western Canadian Sedimentary Basin (WCSB) to markets in Canada and 17 US States. TransCanada also owns, or has interestsin, approximately 7,700 megawatts of power generation. Gas Transmission Northwest (GTN), a wholly-owned subsidiary of TransCanada headquartered in Portland, Oregon, pumps nearly 3 billion cubic feet of gas per day through more than 610 miles of pipeline running from Canada to California. GTN provides gas transportation services to more than 100 customers, including gas producers, marketers, and electric and gas utilities.

In the second half of 2005, TransCanada initiated a program of work called the GTN Customer Information Systems (CIS) Modernization Program. The purpose of this program is to replace the existing suite of legacy customer information systems with a custom-developed solution (Pacific Express). The customer systems support GTN's pipeline management functions and are considered business critical. The program is defined by several projects, each focused on distinct areas of business functionality.

The first area of business functionality to be addressed was "Customer Accounting and Reporting (CAR)". Beginning January 2006, an 8-week discovery project was executed to gather business requirements, establish technical direction, and develop project management artifacts, including a Project Charter and a supporting execution plan for the subsequent implementation project. Beginning March 2006, the Pacific Express CAR Implementation Project was initiated (generally referred to as "The Project" in the remainder of this document). This project developed the Pacific Express application and placed it into service on December 9th, 2006 and is the project being submitted to the PMI with this application.

Total effort: $2.6M

Project Deliverables
Pacific Express application, which supports the functionality and workflow required for customers to submit transactional information via a web-based interface, as mandated by a federal regulatory body.

Solution that: (i) established an implementation metaphor (service-oriented architecture) to be used by the follow-on projects, (ii) supported future changes in business direction and (iii) minimized total cost of ownership by reducing the effort required for on-going maintenance and support.
